Finland
A small, stable market โ around 2,500 registrations a year through the downturn โ on roads considerably more dangerous than neighbouring Sweden's.
Where it sits
Tesla fleet
Cumulative registrations less attrition. No official brand-level parc is published.
New registrations
| Year | New Teslas | Change |
|---|---|---|
| 2024 | 3,717 | โ |
| 2025 | 2,618 | -30% |
| 2026 to date | 2,415 | part year |
Registrations are the yearly flow of new cars, not the fleet. The 17,500 figure above is the stock โ every Tesla currently on the road. 2026 covers January to 31 August, so it is not comparable with a full year: like for like it is stable but low.
Road safety baseline
A safer baseline means less room for FSD to help. Finland is already safer than the EU average, which is why the figures here look modest next to countries with the same fleet size.
How this number is worked out
187 road deaths ร 0.83 crash reduction ร ( 17,500 the whole Tesla fleet รท 2.20M vehicles ) = 1.2 lives / year
Because FSD is blocked here, the calculation uses the whole 17,500-car fleet: this is what Finland is currently giving up, not what it is getting. The 83% figure is the midpoint of Tesla's published crash-rate data; the vehicle total assumes 400 vehicles per 1,000 people. Full workings on the methodology page.
Who decides
Finland has not recognised the Dutch type approval. As an EU member it could recognise it tomorrow, as six other members already have โ or wait for the bloc-wide vote.
