The country that unlocked Europe. The RDW issued the provisional UN R171 type approval that every other European approval now leans on, and Dutch drivers got FSD Supervised first. Registrations have fallen well below the 2023โ24 peak, so the fleet is growing slowly โ but it is the best-measured Tesla fleet in Europe.

Registrations are the yearly flow of new cars, not the fleet. The 120,913 figure above is the stock โ every Tesla currently on the road. 2026 covers January to 31 August, so it is not comparable with a full year: like for like it is still well below the 2023โ24 peak.
Road safety baseline
A safer baseline means less room for FSD to help. Netherlands is already safer than the EU average, which is why the figures here look modest next to countries with the same fleet size.
How this number is worked out
669 road deaths ร 0.83 crash reduction ร ( 31,500 active FSD users รท 7.04M vehicles ) = 2.5 lives / year
Because FSD is switched on here, the calculation uses the 31,500 drivers actually using it, not the whole fleet โ this is measured impact, not potential. The 83% figure is the midpoint of Tesla's published crash-rate data; the vehicle total assumes 400 vehicles per 1,000 people. Full workings on the methodology page.
What changed here
Netherlands recognised the Dutch RDW provisional type approval under UN R171 on 10 April 2026. Every Tesla in the country with the right hardware could use FSD Supervised from that date.
Before that date it sat in the blocked column like the rest of Europe: this page counts 3.7 lives lost during that wait, and stops adding to it.
