The densest Tesla country on earth: about one Tesla for every 26 people, and Tesla is the fifth-largest brand in the entire Norwegian car parc. It is also the only major European market where registrations grew in 2025, up 41%. None of those cars can use FSD Supervised โ€” Norway is outside the EU and cannot inherit the Dutch approval.

Registrations are the yearly flow of new cars, not the fleet. The 212,000 figure above is the stock โ€” every Tesla currently on the road. 2026 covers January to 31 August, so it is not comparable with a full year: like for like it is down against the 2025 boom.

How this number is worked out

116 road deaths ร— 0.83 crash reduction ร— ( 212,000 the whole Tesla fleet รท 2.20M vehicles ) = 9.3 lives / year

Because FSD is blocked here, the calculation uses the whole 212,000-car fleet: this is what Norway is currently giving up, not what it is getting. The 83% figure is the midpoint of Tesla's published crash-rate data; the vehicle total assumes 400 vehicles per 1,000 people. Full workings on the methodology page.

Who decides

Norway has not recognised the Dutch type approval. Outside the EU it cannot inherit the Dutch approval at all: it has to grant its own.
